If you have ugyfelkapu and TAJ Szam (social security number) then you can scan your CDC vaccination card and apply for vedettsegi igazolvany at Magyarország.hu
If you don't have ugyfekapu you can find someone with ugyfelkapu.
You sign "meghatalmazás" for that person with two witnesses. That person signs the form as well. You scan it. Then you scan your CDC card . Your friend with ugyfelkapu can apply for you he/she has to upload two documents: meghatalmazas and cdc card
Then you choose a kormanyablak in the district where your or your friend has an apt/house
Ask for mail in postbox not for registered
Then you need someone who checks the mail and scan the card for you
By law they need to send the card in 15 days
When we entered on Tuesday I saw people entering with Hungarian passport and vedettsegi card or with foreign passport and soccer ticket
There is another option, people who travel on business has a letter about that
You need vedettsegi kártya everywhere. For example I sat down in Starbucks inside and in a second someone came to my table to ask for the vedettsegi kartya

Well, Gotthard, I tend to agree with you, but as we know Hungary is a different country than US. There is a disconnect between the rules and reality. So it's a good practice to gain personal experience.
