Yes, I am familiar with the Seal of Biliteracy. You can find out more by going to actfl.org (located by the way in Alexandria, but now doing home-office), and go to their link on the seal. Each state offers its seal--as you know, and I'm assuming you are in VA.  Virginia's seal meets the requirements for high school of at least a "3" on the AP exam or a "4" on the IB. (There is no AP exam in Hungarian, so it would be worth your time to contact ACTFL (American Council on the Teaching of Foreign Languages) directly. The Executive Director is a good friend, Howie Berman; you can email him with your query at hberman@actfl.org. He may direct you to Language Testing International (languagtesting.com), 1-800-486-8444. They do th e "Oral Proficiency Interview," which is our profession's "gold standard."  There is info on the OPI online for you, in terms of what it is and how the OPI is administered. How this all fits your school district/state (VA? MD?) you can find out more on the state and school district, as you have in part done.
You might wish to compare the ALTA standards with the ACTFL OPI Standards, and of course, there is a $ price to consider.

Does anybody out there have an experience with Seal of Biliteracy for High Schoolers now in over 40 states? 

Our local High School can offer the test in Hungarian through https://www.altalang.com/language-testing/languages/, but very hard to get preparatory materials.  Seems like https://eclexam.eu/ or http://mid.elte.hu/ might be a better option.
