(Career Progress) Opening: Director of People (HR) Administration_ Community Change

Our vision of a better world centers the leadership of impacted people of color to move our work on immigrant rights, economic justice, and racial equity, including a focus on jobs and housing, early childhood care and education, income supports, and immigration reform.

This position also supports Community Change Action, an affiliated 501(c)(4) advocacy organization. While motivated by the same core values – equity, inclusion, and justice – Community Change and Community Change Action operate independently of one another and each organization has its own board of directors.

Position Description:

The Director of People (HR) Administration will be a hands-on leader and manager for  the development, implementation and administration of core areas supporting our staff including compensation, benefits, leave, and people-focused policies, procedures and the critical systems to support the employee experience at Community Change/Action. As a leader within a multi-faceted People and Culture Unit, this position serves as a critical partner to staff and leadership to ensure core People functions including compensation, benefits and leave are well administered, and key People policies and procedures are equitable and easily accessible, understood, and navigated by all staff across the organization. A successful candidate has an extensive background and understanding in HR/People Operations and thrives on strengthening systems, processes and procedures, always looking for ways to improve, simplify, or enhance the norms to bring about a better experience for all.  This person also has a strong grasp of efficient HR/People administrative practices, ensuring compliance without excess burden.  

A portion of time will be spent working with Community Change's sister organization, Community Change Action.

Pncipal Responsibilities:

People Leadership and Team Management (20%)

  • Serves in a hands-on leadership position within the People and Culture Unit and helps to to shape and operationalize strategic initiatives to meet the evolving needs of staff and organization.

  • Liaises with others on the People & Culture Unit as well as other teams/departments to promote a strong and equitable work environment.

  • Manages and oversees the hiring, training, professional development, and performance management of key People (HR) Administration staff.

  • Negotiates and manages People (HR) Administration contracts and agreements with vendors.

  • Manages the People (HR) Administration budget.

People (HR) Administration (65%)

  • Oversees, evaluates and improves the accessibility, use and effectiveness of key People benefits, policies and administrative processes including: 

    • Personnel Policies

    • Compensation & Benefits (including Payroll)

    • Performance Management System Administration

    • Employee Relations Administration

    • Staff Union Contract Management

  • Oversees and manages employment law, compliance, & communications (Department of Labor, unemployment insurance, etc)

  • Reviews and analyzes the comp/benefits market trends, regulations, and practices, to recommend and develop competitive programs and services to advance staff retention goals.

  • Oversees and ensures compliance and strategic use and effectiveness of HRIS and employee records.

  • Proactively research and analyze talent trends to advance and further strengthen equitable and effective People Administration at Community Change/Action.

  • Perform data analyses and report out to help strengthen the staff experience and support the advancement of organizational goals.

  • Manage corporate insurance programs in consultation with leadership. .

Office/Facilities and Remote Workspace (15%)

  • Oversee the occupational health and safety, and strategic and effective use of the headquarters office/facilities.

  • Oversees and manages workspace – remote and office/physical workspaces.

Qualifications: 

  • Professional certification in Human Resources and/or related professions (SPHR/PHR or GPHR).

  • 10 or more years experience in nonprofit management experience, ideally in progressive movement/social change organizing or advocacy organization.

  • Proven experience in nonprofit HR/people administration and compliance.

  • Demonstrate sound  judgement,  flexibility  and  patience; exercise discretion in dealing with highly confidential and sensitive matters – both internally and externally.

  • Strong leadership skills, interpersonal/communication skills, and critical thinking skills required.

  • Strong project management skills – highly organized, impeccable time management skills, detail oriented, ability to consistently meet deadlines, and move and follow up on action items.

  • Ability to prioritize tasks, and work accurately under deadlines and  the  pressure of a fast-paced work environment.

  • Strong writing and editing skills.

  • Excellent interpersonal communication skills, diplomacy, and discretion.

  • Team player with the capacity to be resourceful and flexible.

  • Commitment to advancing economic and race and gender justice.

This position reports to: Director of People and Culture

Supervisory Responsibility: People Administration Manager, Facilities and Administrative Services Manager.

Classification: Community Change recognizes a staff bargaining unit affiliated with IFPTE Local 70, a union for non-profit workers. This position is not included in Community Change's bargaining unit therefore not covered under the terms of the collective bargaining agreement.

Travel Requirements: This position may require some limited travel.

Salary & benefits: Community Change offers competitive salary and an excellent benefits package, which includes 4 weeks of annual paid vacation; additional paid holiday leave between December 24 and January 1; 8% employer contribution to retirement account after six months of employment (and 3% employer contribution for the first 6 months); and a choice of generous health insurance plans.

Position Location: Community Change/Action is based in Washington, DC.  Washington, DC is the preferred location for this position.  Remote work is acceptable, however (frequent) visits to the DC office will be required upon the office reopening from the COVID-19 pandemic.
