Title: Legislative Director

Status: Exempt

Reports to: Vice President of Government Affairs

Positions Reporting to this Position: Legislative Representatives

Description:

The League of Conservation Voters (LCV) works to turn environmental values into national, state and local priorities. LCV, in collaboration with our state LCV partners, advocates for sound environmental laws and policies, holds elected officials accountable for their votes and actions, and elects pro-environment candidates who will champion our priority issues.

LCV's work to protect and advocate for the environment is rooted in our commitment to racial, social and environmental justice. Engaging communities of color, among other key constituencies is an organizational priority. Within the organization, we aim to create a workplace culture and policies and practices that demonstrate how we value equity and inclusion.

We are seeking a well-respected and strategic leader to direct our advocacy work on the broad suite of environmental policy issues on which LCV works. The Legislative Director should have a proven track record in federal government relations, strong command of national climate policy and experience with a wide range of environmental issues, good political judgement, and be committed to racial and environmental justice. This high-level addition to LCV's governmental affairs team will help craft and oversee our advocacy strategy, including both our proactive legislative agenda and defending against executive branch attacks on core environmental protections and attempts to reverse progress on climate change, clean energy, lands conservation, water protections and other issues.

Responsibilities:

Provide leadership and strategic vision for LCV's advocacy efforts on federal environmental policy with a strong focus on climate change.

Serve as LCV's senior lobbyist and build a strong network of relationships directly with members of Congress, as well as high-level personal office staff and key committee and leadership staff.

Ensure that LCV's policy advocacy advances racial justice and equity, including through deepening staff-level understanding of the connection between environmental and racial justice, building organizational partnerships, and working with leaders of color in Congress.

Serve as a high-level national spokesperson for LCV and help shape our policy-related communications and messaging strategies.

Lead the production of LCV's nationally-recognized National Environmental Scorecard and direct the department's real-time tracking of recent votes.

Collaborate effectively with LCV's Policy and Lobbying team, external coalitions, and our state league partners to block, weaken or delay Congressional and executive branch attacks on our nation's bedrock environmental laws and to advance a pro-environment agenda.

Provide leadership to and work across the Membership and Online Engagement, Communications, Field, and Chispa teams to effectively advance our policy priorities and ensure veracity of our materials.

Possess a strong overall assessment of macro-dynamics in Congress to effectively craft the legislative strategy to advance LCV's policy priorities.

Partner with the Conservation Voter Movement, a network of over 30 state leagues, on various projects and provide timely updates on top priority federal legislation.

Play a senior role in LCV's electoral work, including through engagement with candidates, PAC investments, and updating the Congressional Candidate Questionnaire.

Assist with fundraising efforts, including writing high quality proposals and reports and cultivating individual donors.

Qualifications:

  • Work Experience: At least 7-10 years of work experience. Background working on Capitol Hill, in the executive branch, or at an advocacy or political organization strongly preferred.
  • Skills: Policy analysis and research, federal government relations, coalition-building, strong political judgement, excellent written and verbal communication skills, including delivering public presentations. Ideally, the candidate will also have experience using social media tools, such as Facebook and Twitter. Strong interpersonal and management skills with an ability to develop relationships with individuals representing a rich mix of race, gender, talent, experience, and background. Organized and attentive to details; commitment to teamwork and community; ability to handle multiple tasks, effectively prioritize and thrive in a fast-paced setting.
  • Cultural Competence: Demonstrated awareness of one's own cultural identity, views about difference, and the ability to learn and build on varying cultural and community norms. A commitment to the complex understanding of racial justice and the urgency of confronting institutional racism and inequity within our political system. Commitment to equity and inclusion as organizational practice and culture. Commitment to environmental protection and mission of LCV.
  • Conditions: Able to work long hours to get the job done. This position is based in Washington, D.C. but qualified candidates outside of D.C. are welcome to apply.
