Same thing happened to our friend. In their case their irrigation system was leaking. They contacted the water company too and they only ended paying for half of the bill.

This happened to me, almost identical story. It was one of the toilets that was leaking. When I got it fixed and sent them the plumber's receipt, the water company let go about one third of the bill.
