Affordable Care Act Organizer for Open Enrollment 3

Brass Tactics is seeking experienced Organizers for an outreach campaign in multiple metro areas in connection with the third enrollment period (OE 3) of the Affordable Care Act (ACA). Organizers will be a part of a team that will be responsible for engaging consumers using organizing tactics including making phone calls or knocking on doors to screen individuals and scheduling and holding one-on-one meetings to facilitate the enrollment process. The mission is to contact uninsured consumers to help them through the initial steps of the application process and connect them with navigators or assistors to complete enrollment in the federal health insurance marketplace by the January 31, 2016 deadline.
The ACA Organizers will serve as the frontline staff for the campaign. Responsibilities will include contacting, screening, scheduling, holding in-person meetings and guiding uninsured consumers through the ACA application process by providing informal assistance. In addition, Organizers are responsible for daily data entry and reporting progress to goal, along with completing weekly qualitative reports.
This is a full-time salaried position from early November 2015 through early February 2016. The position requires Organizers to work long hours on an irregular schedule (evening hours and weekend hours). Organizers must possess a valid driver's license and have daily access to their own car for the duration of the program.
Multiple positions are available in four metro regions: Richmond, VA; Kansas City, MO; San Antonio, TX; and Austin, TX.
Salary is $4000/month and includes health insurance benefits plus funds for daily travel.
Job Responsibilities
· Effectively engage uninsured consumers through direct contact such as phone banking and door-to-door canvassing as well as indirect contact such as emailing and texting
· Schedule and hold one-on-one meetings with consumers
· Educate consumers about the ACA application and benefits and Open Enrollment 3
· Provide informal application assistance to help uninsured consumers determine eligibility for financial support
· Connect uninsured consumers with certified navigators or assistors to complete the enrollment process
· Place follow up communication with consumers to ensure all steps of the application and enrollment process are complete
· Use online technology tools to complete the application process and ensure accurate and timely data entry
· Complete daily reports on progress to goal for all metrics
· Achieve quality control measures to ensure the integrity of all data collected through outreach and enrollment activities
· Bring a positive, solutions-oriented approach to all facets of the work program
· Represent the campaign with professionalism and ethical conduct
· Troubleshoot daily challenges with application and enrollment process
Reporting
Outreach Organizers will report directly to the local Field Director.
Qualifications
• At least 1 year or 1 cycle of experience working on political or issue-based campaign that involved direct voter/consumer/constituent contact
• Community, electoral or issue organizing background
• Prior experience working on ACA or other healthcare related issues is preferred
• Experience with relationship building and working in an inclusive, team-oriented workplace
• Excellent interpersonal and communication skills
• Positive attitude and personality
• Perseverance in the face of difficult challenges
• Demonstrated success in metrics driven jobs
• Intermediate Microsoft Excel skills
• Familiarity with NGPVAN/VoteBuilder strongly preferred
• Skilled with handheld tablets such as iPad or Samsung Galaxy Note
• Experience working in diverse communities
• Strong commitment to promoting healthcare access and affordability for the uninsured
• Ability to work in and adapt to a fast-moving, team-oriented environment
• Must have valid driver's license and daily access to a car

Field Director - Open Enrollment 3 (Affordable Care Act)

Brass Tactics is seeking experienced Field Directors to lead an outreach campaign in multiple metro areas in connection with the third enrollment period (OE 3) of the Affordable Care Act (ACA). This position is a good fit for individuals who have a passion for organizing, providing access to health care as well as bringing a positive, solutions-oriented approach to the challenge of helping hard-to-reach individuals gain access to health insurance.
Each Field Director will lead a team of Organizers that will be responsible for executing a targeted outreach program. The mission is to contact uninsured consumers, educate them and pre-screen them for eligibility. Through in-person meetings, Organizers will help consumers through the initial steps of the application process and connect them with navigators to complete enrollment in the health insurance marketplace prior to the January 31, 2016 deadline.
The Field Director will oversee and implement all aspects of the program in the assigned metro area. Responsibilities will include cutting organizer turf, staff recruitment, training and day-to-day management, working closely with staff to answer program questions, reporting on performance, ensuring that all short- and long-term goals are met, and evaluating and adjusting the program on an ongoing basis.
The duration of the positions will be from late October 2015 to mid-February 2016.
The positions will be located in the metro regions of Richmond, VA; Kansas City, MO; San Antonio, TX; and Austin, TX.

· Learn the details of the enrollment process
· Work with program director to develop and implement a training curriculum
· Work with program director to implement the campaign plan
· Manage Organizers
· Conduct regular staff trainings as well as one-on-one coaching sessions
· Provide regular, daily guidance for Organizers to answer questions and solve complex issues
· Conduct daily and weekly reporting on progress to goal for all metrics
· Develop quality control measures to ensure the integrity of all data collected through outreach and enrollment activities
· Make adjustments to program tactics in consultation with campaign leadership
· Establish and enforce staff performance accountability processes
· Work closely with campaign leadership to ensure that the needs of the outreach program are being met
Reporting
The Field Director will report to the Program Director.
Qualifications
