I've used both Haven Charters out of Rock Hall and Let's Go Cruising out of Annapolis.

Haven Charters has a limited number of individual older boats, at cheaper prices, and it's a bit out of the way.

LGC has brand new boats, great locations, better support, but pricier.

LGC also has a location out of Solomon's if you are looking to venture further South, saves you a day coming and going from Annapolis.

They're a bit cheaper than most places in Annapolis, in my experience,
although it's a longer drive if you're heading out from DC/NoVA.
