(Career Progress) Opening: Grants and Contracts Manager_ Community Change

This position also supports Community Change Action, an affiliated 501(c)(4) advocacy organization. Position Description: 

The Grants and Contracts Manager is an integral position in the Accounting  Team overseeing the organizational contracts, subgrants, and other agreements along with applicable compliance and reporting processes. This position will develop, update, and implement systems and tools needed to facilitate compliance requirements.  The Grants and Contracts Manager will work with teams throughout the organization to ensure contracts and reports are current. In addition, the Grants and Contracts Manager will bridge operations and program functions to ensure the organizational Essential Outcomes are achieved.

A portion of time will  be spent working with Community Change's sister organization, Community Change Action.

Principal Responsibilities:  

Grants Management

  • Leads the drafting, tracking and execution of all outgoing grant award agreements.
  • Works with staff throughout the organization to craft grant agreements that meet organizational requirements.  
  • Develops and manages a compliance system for required financial reports for grant awards. 
  • Interacts directly with partner organizations facilitate grant awards, payments, and reporting.
  • Improve organizational accountability by revising grant awards processes and policies as determined by audit findings.
  • Assist with collection of Taxpayer Identification Number and Certification (W9s) for partner organizations and awardees.

Contracts Management

  • Leads the drafting, tracking and execution of  contracts and legal agreements.
  • Works with staff throughout the organization to craft contracts that meet organizational requirements.  Sometimes this will be with the Community Change contract template and sometimes the contractors' template
  • Develops and manages a compliance system for contracts and agreements.
  • Interacts directly with consultants and vendors to facilitate contract execution and payment.
  • Provides information needed regarding contracts and agreements to accounting  and program staff.
  • Improve organizational accountability by revising contracts  processes and policies as determined by audit findings.
  • Assist with collection of Taxpayer Identification Number and Certification (W9s) for consultants, and vendors.

Compliance, Reporting, & Analysis 

  • Assists with the preparation, analysis and reports for a broad range of internal and external reporting needs/requirements.
  • Track and inform the Controller about any contract that nears, reaches, or exceeds the procurement thresholds.
  • Provides information needed regarding contracts, subgrants, and MOU's to accounting  and program staff.
  • Manages the tax-exemption status at the state level for Community Change and Community Change Action; handles new applications and renewals.
  • Stays current on legal research across substantive areas including non-profit corporation, election and tax law.

Data Management & Hygiene 

  • Maintains current electronic files of all executed contracts and grants.
  • Supports the legal and compliance review process. 
  • Collaborate regularly with the Financial Management & Compliance team on improving the functionality for processing agreements and submitting payments.
  • Collaborate with the Integrated TEchnology Team to enhance data collection, management, and reporting for all grants and  contracts.
  • Collaborate with the Controller on quarterly internal audit review to ensure all of the contracts and subgrants are in compliance and documentation is available. 
  • Apply creative thinking and strategic planning to all database processes and policy decisions.

Perform other duties as assigned.

Qualifications: 

  • Minimum 5 years of experience in the administration and management of contracts at varying levels of complexity.
  • Philanthropic grants and contracts management experience preferred.
  • Experience writing legal documents, contracts, and agreements.
  • Excellent interpersonal and communications skills.
  • Ability to effectively communicate in one-on-one and small group situations. 
  • Skilled with G Suite products including Google Sheets and GoogleDocs as well as other office productivity applications such as Excel, Word and Outlook.
  • Strong writing skills. 
  • Attention to detail.
  • Ability to apply common sense to problem solve in a work environment.
  • Demonstrated flexibility and ability to work well under pressure.
  • Must be a self-starter who can work well with people at all levels both in and out of the organization. 
  • Must be able to communicate information and ideas clearly and concisely.
  • Ability to maintain and respect confidentiality.
  • Commitment to the Community Change's mission and values.
  • Commitment to economic, race and gender justice essential.

This position reports toController

Classification: Community Change recognizes a staff bargaining unit affiliated with IFPTE Local 70, a union for non-profit workers. This position is included in Community Change's bargaining unit and covered under the terms of the collective bargaining agreement.

Travel Requirements: Minimal travel required; 2-3 days per year.

Salary & Benefits: $65,000 to $75,000 annual salary. Community Change also offers an excellent benefits package, which includes 4 weeks of annual paid vacation; additional paid holiday leave between December 24 and January 1; 8% employer contribution to retirement account after six months of employment (and 3% employer contribution for the first 6 months); and a choice of generous health insurance plans.

Position Location: Community Change/Action is based in Washington, DC.  Washington, DC is the preferred location for this position.  Remote work is acceptable, however (frequent) visits to the DC office will be required upon the office reopening from the COVID-19 pandemic.
